Is the MLB full of cheaters?

I ask because I read this article from Sports Illustrated about MLB being full of cheaters. This comes after the MLB announced stricter rules about those who use certain substances to get an edge when it comes to pitching.

Substances on baseballs have been used for generations. But, that time has ended and we're now taking cheating more seriously. Do you think the MLB is full of cheaters?
 
I don't think they're full of cheaters. I just think traditions and ways were passed down from player to player. I think substance use on balls has been done for a long time. Cutting it out now kind of seems pointless. But, if you want to make the game more fair, I understand.

Anyway, I wouldn't say it's full of cheaters, but I can see pitchers finding ways of cheating.
